Vehicle Ownership: Transfers can be done online soon

PUTRAJAYA, 20 June (NST): Come July 1, those wanting to transfer ownership will not have to travel all the way to the Road Transport Department (RTD) branch where the vehicle was originally registered. All that needs to be done is to get the car checked by Puspakom — something that will be made compulsory — and then go to the nearest RTD office to transfer ownership. The new system is made possible because of a data link between RTD and Puspakom which will allow motorists to transfer ownership online.

Department director-general Datuk Ahmad Mustafa said the move would save vehicle owners time and cost.

"All their particulars are available online and changes can be made at any of the main RTD branches nationwide," he said yesterday.
A Transport Ministry source said motorists from smaller towns and rural areas, especially those in Kelantan, Sabah and Sarawak, paid agents up to RM600 to transfer the ownership of their vehicle.

"Those who do not pay agents have to drive or take a bus to where their car is registered," he said.

Ahmad, who admitted the online system should have been implemented years ago, said a pilot project would begin on Friday.

The move to make Puspakom checks compulsory was so that cut-and-joint cars could be eliminated from the roads.

At present, there are about six million cars, seven million motorcycles and a million commercial vehicles nationwide.

Out of the million secondhand vehicles sold yearly, about 20,000 vehicles do not undergo Puspakom checks.

These vehicles were sold for cash or transferred from one owner to the other.

"But beginning next month, all cars will undergo the checks or their application for ownership transfer will be rejected," he said.
